Cantabria ofrecerá avales a menores de 45 años para comprar su primera vivienda

The Government of Cantabria will launch a line of guarantees in 2026 to facilitate the purchase of their first home for individuals under the age of 45 and will modify the Law of Rights and Social Services to make the temporary compatibility of receiving the Basic Social Income (BSI) with income from labor possible.

Regional president María José Sáenz de Buruaga made both announcements during her speech on Thursday at the 2025 Political Orientation Debate held in Parliament.

Regarding the guarantees, it was explained that a public guarantee line will be created to facilitate the purchase of the first home for individuals under 45 with medium incomes, as it is "an important sector of the population that cannot access a property." This government guarantee will be implemented in 2026 and will be 20% of the home purchase price, which is the barrier families face in obtaining a mortgage and meeting their expectations.

Regarding the project to make BSI compatible with temporary labor income, it was stated that it is a "pioneering project" aimed at promoting the labor activation of BSI recipients. With this initiative, the Government aims for BSI to transition from being just a safety net to becoming a real tool for inclusion, as stated by Buruaga.

Simultaneously with the compatibility of BSI with income from employment, the Government will pilot the project in various municipalities through primary care teams and employment offices. This aims to support, train, and facilitate access to employment for these individuals, enabling them to gradually reduce their dependence on this benefit and regain control of their lives and re-enter the workforce.

The commitment to maintaining the 15% complementary benefit of BSI was reiterated, with over 3,200 people benefiting from this enhancement in the last year, with an average of 1,781 beneficiaries per month.

REACTIVATION OF THE PROTECTED HOUSING OFFER

Regarding housing, the president emphasized the reactivation of the protected housing offer in Cantabria with the region’s most ambitious plan in history. By mid-2027, 285 affordable rental homes will be built in nine municipalities, with an additional 250 publicly promoted homes in Campón de Peñacastillo. This commitment has resulted in the construction of 535 new affordable public homes, a 132% increase over the current 406 homes, with an additional 24 in Cazoña.

DEMOLITIONS

The president also addressed demolitions and the nearly 500 families "trapped in an unbearable situation of uncertainty." The Government has a roadmap with real and effective responses, such as the completion of 63 replacement homes in Arnuero and the ongoing construction of 15 homes in Escalante. In response to the Supreme Court’s ruling on the Natural Resources Management Plan (PORN) of the Santoña Marshes, immediate action will be taken to assist the owners of the 120 affected homes in Argoños.

The Demolition Fund has a budget of over seven million, expandable to ensure a quick and definitive solution. The Government already has available plots of land, ensuring that the new homes will be under construction by the end of the legislature. For the remaining 134 homes affected by demolition orders, the Government is awaiting the decision of the Higher Court of Justice of Cantabria. If they cannot be saved, the solution will be just as immediate. The commitment to these families is unwavering, as demonstrated by the payment of 20 million euros in compensations and construction certifications between 2023 and 2026. The Government will not rest until these families are taken care of.
